of the day. here's hari sreenivasan. >> sreenivasan: the new american ambassador to afghanistan was sworn in today and pledged there would be no rush to the exits. ryan crocker takes over as the u.s. begins withdrawing 10,000 troops by the end of the year. he said the u.s. has no interest in using afghanistan to influence neighboring nations. meanwhile, the nato toll in afghanistan grew by one today. an italian paratrooper was killed in an insurgent attack in the west. so far in july, 44 international troops have been killed in afghanistan. the government of syria endorsed a draft law allowing other political parties to form. the move is part of a series of reforms president bashar al assad and his ruling ba'ath party promised in the face of a popular uprising. but the opposition has dismissed the law as largely symbolic. it came as syrian security forces detained more people in damascus and other cities for holding antigovernment protests. the maid who accused former i.m.f. chief dominique strauss- kahn of sexually assaulting her in a manhattan hotel room broke her silence today. nafissa

trillion of cuts savings from leaving afghanistan and iraq is just not credible. we don't know what the obstacles are going to be in afghanistan and possibly iraq. we also don't know what we might have to do in the middle east going forward. afghanistan is not settled, mr. president, and we have to have a certain level of stability on the ground in afghanistan or we will have wasted the billions that we have already spent and the lives of our military personnel in afghanistan because it will go back to the way it was before, a center for terrorism that will comeo our country or can come to our country. it did once already and we have been over there to try to wipe out al qaeda and the taliban, which has been in league with al qaeda. we have been over there losing american lives and spending american taxpayer dollars to protect our country from another 9/11. to say that we're going to c $1 trillion in the future over the next ten years when we aren't placing the emphasis on what are the conditions on the ground is not sound policy and it's certainly not sound national security policy

of afghanistan. >> that's right. we begin there where afghan president hamid karzai's half brother was found shot to death at his home. ahmed wali karzai was the provenÇal council chief of kandahar. he suffered gunshot wounds to his head and chest according to hospital officials. a spokesman for kandahar's government said a guard killed karzai. the taliban says -- >> we've seen the worst so far. excessive heat warnings and advisories posted in 23 states. the heat in many areas could reach 115 degrees. the heat wave is being blamed for one death in madison county, illinois. in oklahoma it was so hot, that part of a highway buckled. look at that. motorist was hospitalized after his bike hit the buckled pavement. in arkansas several communities have opened cooling centers. good rule of thumb in this heat whatever you're doing don't overdo it. >> if you're going to go outside in heat like this better be drinking a lot of water before you come out. make sure you have some substance in your stomach or you might be going to the hospital. >> it was hard to stay focused because it was so hot out. >> dehy

it illegal for women to attend to school in afghanistan. while this particular policy was discarded in 2001, similar deplorable circumstances still exist in afghanistan and around the world. the limitations and implications of existing education systems are far-reaching. yet there are concrete steps that can correct the damaging nature of existing education systems or the lack thereof. any institutions with international jurisdiction can and must institute global education programs including early childhood and vocational programs. early childhood education such aspiration head start provides comprehensive health, education and parent involvement to low-incomed families in the united states. vocational education is a further means of empowerment. by powering the technical skills and training to make individuals valuable members of the work force, such educational programs can also be recognized for their economic value. early childhood education as well as vocational training and educational opportunities are all viable in empowering programs that must be instituted in a global context. edu

afghanistan is also winding down and that's the trillion dollars they thought they'd save but they don't list anything with the harry reid plan and not to look at entitlements, how could you possibly say we're taking a hard look and making tough decision abouts the future of our -- of the country economically and not look at entitlements when even the president of the united states has had a problem. let's look at john boehner. he says, all right, i'll raise the debt ceiling. this is what i mean by a two phased plan. just a trillion dollars and we'll have $1.2 trillion in cuts by the end of the year. the future cuts will be commissioned and sent up after they commission a bipartisan panel to decide, you know, republicans or democrats to decide which will be cut and what shouldn't. >> and apparently, it would be along the lines of the cut, cap and balance as you can see right there. here is something that speaker boehner said why he cannot support the democrats' plan. he said the administration says they need all of the increase up front so he doesn't have to deal with this until after the ele

, mullah omar was dead. we're following the story. we go live to kabul, afghanistan. david, this one has got people wondering. what's going on? >> reporter: well, the news first broke by an afghan television station and then later in the day, cnn and other media received a message by an individual claiming to be a top taliban commander. that individual said that mullah omar had died of heart failure last week and a successor had already been named. the taliban, like you said, later came out and said they have been the victim of a hacking and their phones and emails have been tapped. in fact this message was phoney. cnn doesn't have any confirmation of the sort. we spoke with nato official and they have no operational knowledge on the ground. so the whereabouts of mullah omar are unknown. last believed to be in pakistan, where taliban militants have launched attacks across that border against troops down in the southern region. it's those southern and eastern regions of afghanistan that have experienced some of the highest levels of attacks. and this all comes at a very interesting time.
